Overstay fine for Expired QID during COVID-19

Overstay fine are not applicable during this COVID period. I travelled from Doha to Mumbai on September 29, 2020. My visa expired on 7th April 2020 and my PRO took fine + service charges from me to cancel my QID and informed me that when I arrive at the airport I should pay a fine for the remaining number of days. Upon approaching the Immigration counter before departure, the Immigration officer told me that during COVID period there is no fine on overstay for QID holders. I did not pay any fine at the airport.
