does MOFA attest copies of (foreign) passports?

I need to get my dad's (Indian) passport photocopy attested at the UAE embassy, so that he can transfer some funds from an account he has at a UAE bank. At the UAE embassy we were told we would first need to get the passport copy attested by the Indian embassy followed by the Foreign Affairs Ministry here in Qatar.

Does anyone know if the Foreign Affairs Ministry has this kind of passport copy attestation facility?
