I am surprised because Sheen Services is known around the city for providing proper guidance to many. Since they are in this business for quite some time, I may be wrong in my earlier comment. However, I would suggest you take the views of others especially people of your country who may be more knowledgeable than me about the rules in Qatar on such matters..

Dilani: I guess you are completely confused about NOC and also business visa. NOC can be issued only by a company one is working for on a work visa and the contract has either ended or the employee has been terminated. It is usually up to the company to issue NOC in such cases or deny it totally. The NOC rule applies only to people who have a permanent work visa and not to any other type of visa holder. Also, travel agencies may help you in getting a tourist visa but I believe that they cannot get you a business visa.
