Is this idiotic 2 years ban, if not released, still applicable?

Also, when not released, can one come back in as a tourist. (Dutch National)

still 2 year ban mate,don't know about the tourist visa bit but based on the new law coming into effect,you may not get a visa on arrival but will have to get one from the Qatar consulate in your home country...
