where to find a professional courses/training?

Hi ( EID Mobarak) :)
I'm a civil engineer working for a govrn sector
the scope of work as follows:-
- check the maintinance/new construct requests
- set the specifications for buildings maintinance
- supervising over contractors/sites to follow the contract items as specified and aprroved material
- reporting monthly
- cordinating and responsible to follow my team and directing them

Hv 2 questions??
1- wat course do I need to devolop my skills regarding to the responsibilities ive described above???
2- my offical position civil engineer ( not coordinator) and im gettin paied for normal civil engineer :(
do i've to demand for a higher position? ???
