Salary Offer then Board Review?

Hi,
Have recently attended an interview for a manager position at Qatar Airways.

It had taken 4 weeks to hear back from them, finally I received a phone call and summary of Salary Package (still no allowances) but no confirmation of a job offer.

I received another call late last week, explaining that it had gone to the board for review as it is a high manager position.

Does anyone know is this normal in Qatar to obtain board approval before contract offer?

Does anyone know if it is usually all the shortlisted applicants that go into this process, as never come across this process in any other country?
