Company is showing bankrupt, salaries are not given and jobs are cut.how can labour deppt help in this matter. emploer is not willing to give NOC also...plz help its urgent!!!!

Be patient and keep quiet for the time being. Make enough proof that company has not paid you salary for a few months. Also keep evidence of communications with them to prove you are doing their work and not absconding. Then complaint to the labour without informing them. That is the only way to force NOC here.
How many months have the company not paid you/all other employees? All employees collectively go to the Labour department and complain personally. Give the company details to them.
Alternatively, search for Job elsewhere and once offer is received - present it to empployer asking for release or payment of all dues.
If this does not work, ask for a short vacation, pack up and leave!. Seek employment in another country. And next time, choose a good company.
