Salary for an experienced Electronics Engr

I have been offered a position in Qatar. I have 5 years of experience. The company is a contractor for QP. The package goes like this:

Basic: 13000
Housing: 7000
Car: 1500

I am married with two kids, none of them is of the school going age.

Could you guys please advise me on the salary offer, and if there's a need to negotiate, how to go about it.
