NOC is upon the discretion of the employer, whether you are locally hired or not. Unfortunately there is still no law that will protect the workers in their rights to look for a much better option. However, if your contract is finished and you still have a loan to the bank, you should talk to your employer that you have no capacity to pay your loan in full and thus you should continue working for the same company or for another with the required NOC. I am sure your employer will not shoulder your debts. I have known a lot who have been released by their employers in order to continue payment for loans.

kabayan, kung malaki un utang mo sa bank, baka hold un passport sa immigration. pero di ako sure dito sa qatar kasi bgo din ako.. pero kung i cacancel nya visa mo sure hold un pasport mo kasi malalaman na utang ka sa bank cash loan.. pag sa car loan.. hahatakin lang yan kotse mo..i hope it helps..
