NOT GIVEN A CONTRACT FOR ALMOST 10 MONTHS NOW

Hi, I came here in Qatar with a tourist visa only sponsored by my wife. Luckily after 9 days, I was able to get a Job in a Trading Company which also means I am a Local Hire. But the problem is until now they are not giving us a contract along with my local hired co-workers as well. And So my question is, is this legal or we can bring this up to the Labor since its almost 10 months? Second question is, from our last meeting with our general manager 2 months ago he said that he will change our contract and decrease our salary since we are not hitting our sales target and we can only get the whole salary if we get the sales target which is absurd. In the first place, the reason I chose this company is because I was given a reasonable salary and now they wanted to decrease? Besides, I don't even have any contract nor the old contract. And just a heads up, I was able to see a copy of the old contract from an old co-worker who was a local hire also and it stated in the contract that his basic salary is only 800 riyals!!! And the company was the one who shouldered all the expenses and that he was hired from the philippines which were all LIES! My friend did not sign the contract but when he saw this he was surprised when he saw a signature made by a different person which is again a crime of FALSIFICATION!!! He was able to obtain the copy of the old contract when our receptionist resigned so he requested it from the new receptionist and we just then heard in our office that our general manager got mad to the new receptionist because he gave a copy of the old contract. So we were thinking maybe they are hiding something from us. And this is what we are afraid of. Afraid that they might change our contract and decrease all our salaries. Please help and tell us what we can do especially someone like me who is a first timer working abroad. I know I have a mistake as well because I did not get a copy of my contract when I started but the thing is we requested for it several times and they just keep on saying, """JUST WAIT, JUST WAIT, JUST WAIT, GENERAL MANAGER NEEDS TO APPROVE FIRST"""Please help us Thanx a lot!
