I am never sure if HMC is classed as government or not? Is HMC affected?

Bleu, The Annual leave for expats working in corporarions/authorities have changed from 37 working days to 45 calender days. Also they settled the balance leave from previous year. The structure is not yet clear for expats. Is this the only change for expats? or any other changes may happen? please reply...

THE LAW U R TALKING ABOUT IS NOT APPLICABLE TO QP. THIS ONLY APPLICABLE TO MINISTRIES. I HEARD KHARAMMA ALSO GOING TO UNDER MUNICIPALITY. LAST YEST SOMEONE JOINED AND HE GOT 7.5K ACCOMODATION ALLOWANCE AND SOME ONE JOINED LAST WEEK AND HE IS GETTING 4K ONLY.

I think it's safe to assume that nationals who started government jobs in the last few years are set to have their salaries reduced, and nationals who have been with the government for many years will receive pay increases.

Ex-pats are yet to be affected.

fubar, not everyone, some people had an increase, but their salaries have been low for ages, Starting 3750 basic salary for a new graduate since 1971 (My father started at the exact same salary I started at 30 years later...), it was increased to 5250 two years ago,this is a big change for ministry employees.

I guess after the 2009 budget was short by about, gee, 1.5 BILLION US Dollars (according to the weekend papers) the Qatari government might be trying to claw back some of their forecast losses.

It was probably a choice of cutting everyone's salary, or sacking inefficient workers.

Tough call.

A qatari friend of mine was told his take home pay will decrease by 4,000, but in the end it was decreased by 'only' 3,500. He's not amused.

His Qatari boss tried to console him by pointing out that his take home pay is to be reduced by 17,000.

Kind of amusing, admitedly in a perverse way, to hear about Qataris getting screwed over.

But I'm willing to wager that in less than 1 month all this will be reversed and everyone will be back to their old salaries, just like the traffic law was watered down and the increase in cigarette prices was overturned.

tallg: the Arabic newspapers are saying the usual "All Qataris are happy", "The biggest increase ever"... So expect price increases for everything.

I think it will depend on HR senior in each particular government corporation to utilize the law to their benefit. There are some grey areas that can be used (as special allowances initiated by each government body + the 40% of the basic) .

The housing benefit for all expat working with gov will be reduce from 7500 to 4000 and all the different will be giving to the qatari,,,, so smart

breifly, we had ministries, and in order to decentralize government, they started splitting some of them into independent entities that don't work under the civil service law.

These entities started a bidding war for Qataris, and there was an exodus of Qataris leaving the ministries.

There was an ebay-style bid war between them to capture the Qataris, and the salaries were hyper-inflated. Those who stayed in government would make between 10% and 25% of their counterparts who moved out (not 10-25% LESS THAN, but 10-25% OF). Last year they were banned from leaving the jobs that they hate, with a promise of a new law.

The new law fixes the basic salary for every job, and the allowances.

Since some already have inflated salaries, the new law will not touch their BASIC salary, but it will unify their allowances, (some see a decrease in the TOTAL salary of up to QR15k as I read in some Arabic forums)...

The ministry employees are very happy.

Genesis, they will lose those allowances.

The aim of this law is to unify the salaries for Qataris doing the same job in different government organizations.

It used to be that you'd find a recently graduated Qatari engineer making 8k, and another making 20k, and both are in the government sector.

Well, the law is too huge to be posted. I was surprised it was not posted in the English dailies(Not even mentioned!).

So far the law is applicable on Qataris only. As Expat in government offices has definite contracts, their salaries will be the same (I guess).

The law is already causing a huge controversy among Qataris in public forums, Radio talk show & Newspapers. Employees in government corporations are fearing that some allowance like (Educational & Additional housing) plus Medical insurance will be deduced.

I'll talk about it,

This only applies to government, and not the private sector.

All the Qataris in non-ministries, who had their salaries previously inflated, will see a reduction in their TOTAL salary.

The Qataris in the ministries will see increases.

The non-Qataris will not have their salaries affected.
