Late Salary Rule? Is this true?

Last year, I received an article (i am not sure though it is from the Ministry of Labor) But if I remember it right the article states that all companies/agencies here in Qatar are to submit salary computations of all it's employees to the Ministry (?) prior to salary day. This will ensure that employees will receive their salary on time and that the agencies/companies will be penalized if they do not comply.

I am not sure if that article is true and official. And if yes, can anyone give me a link where I can download it?

Yeah, Sree, it's more like a daydream. It circulated via email here around last year. It was on PDF with a headletter "claiming" it was an appendix of something official. If only I can find that article so that you guys can verify the authenticity.
