Job Offer as Contracts Manager, Reasonable Offer???

Hi,
I'm a Singaporean and was recently offered a job in Qatar as a Contracts Manager.
Basic: QAR11,400
Overseas Allowance: QAR7,600
Accomodation: Fully furnished on shared basis provided by company
The Company will bear utility charges (for water, gas and electricity only) based on actual consumption not exceeding QAR400 per month.
Include a company car on shared basis for the purposes of local transportation
One-time settling-in allowance of QAR5,000
Eighteen (18) working days of annual leave and Twelve (12) working days of Home Leave per annum
4 home trips on restricted economy class return air-tickets
Company will buy insurance which provides for coverage for personal accidental death and disablement, medical costs, emergency medical evacuation, terrorism and war risks.
Does not include any bonus. However, if performance is good, company may consider paying some bonus.
Is the above offer considered attractive? Worthwhile for me to relocate??
I'm currently working as a Quantity Surveyor in Singapore with 10 years of working experience and my current monthly salary is QAR11,200
with approx 4mths of bonus.
the basic salary + allowance of 19k is not that bad. however the company could offer you better benefit by giving you accommodation and transportation exclusively to you and not on shared basis.
