How is Civil aviation as an employer

I have a couple of questions for you guys in Qatar

1) How is the civil aviation authority as an employeer ?

2) How are government jobs better than private jobs in Qatar

3) Are pay raises based on performance or through an emiri dictat for government jobs ?

4) Are visa processes easier to any degree for expats working in government jobs ?
