Changing jobs???

Not really the right place to ask this question (I know) but how easy is it to find IT related jobs in Qatar? (I'm a 2nd line engineer with around 3 - 4 years of experience). What are the best possible ways to find them? Right now i am in London and London itself has a very big job market (not so good at the moment). Is the job market as good as London? How easy is it to get the NOC from the employer? Also how much does it effect one in finding the right salary job while being in Qatar and applying as compared to a person applying from outside of Qatar?
