Expats should also have pension plans so that when the time comes that they're old already they wont need to find job instead, that pension would be they're source of income.

It is a trick.... another way to keep people "in check" and limit upward mobility (promotion) and freedom of choosing who they want to work for... you have to look deeper to understand implications.... and yes... be prepared to work on lower salaries...

If they really wanted to attract more talent they should abolish exit permit system which is very unfair, regulate rental rate hikes, improve traffic compliance and parking, improve customer service at government agencies, etc.
