Qatar has no tax. The USA has income tax and everyone must file. If you make over the 85K ceiling of tax free income then the remainder is taxed at 28%. That is a very basic assessment...if you want specifics contact a tax attorney:)
if by taxed you imply, local Income tax, then no, but most countries dont have dual taxation but you need to check for your specific country Tax rules relating to overseas income.

1.Income: X
2.Expense: shoes, shoes, shoes... purse... shoes, shoes, shoes...
3.Amount to be taxed: -10,000

same with canadians..they have to pay Canadian Tax, unless they claim "non-residency" for the time working in Qatar... than no tax..
