Dear,
Considering you have been provided with accomodation - which is a major expense here in Doha and also food and transport is taken care of, so, in my opinion this offer is not bad, especially for a fresher, as you have mentioned.
Depending on your life style you can save good money as the major expenses are taken care of by the company.
However, try to negotiate to the maximum extent, if there is a provision, or ask them for certain raise in the pay after the probation period, or 20-40% raise every year.
CCC is doing massive projects in Doha. As you are a fresher, I think it will be a good start for you and then you get to learn many things once you are in the field. Many options open up for you in due course of time. There is no harm in giving it a try. If not you can always fly back!!
All the best!!

To me I think 9000 would be high for a fresh engineer but I also agree that this salary package is on lower side. CCC is not a bad company in the area of construction.
It is quite strange to mention overtime amount. How they would know that how much over time you would be spending in a month?
I would also advise to negotiate. Remember there is nothing like last offer. You can always negotiate.
As you are a fresh engineer, negotiate with them and tell them that you will not accept an offer below 9000 QR.
