I think that Qatar will do what Qatar wants to do the way it wants to do it...no matter what is signed, said or even put on international tv. As simple as that.

Just to clarify for the last time - this is not about how you or me help people on an individual basis in our personal capacity. This is about having a legal framework in place for ensuring workers rights. If you can't get your head around something as simple as that, let it go. Enjoy the rest of your weekend.
I would always help the people below the ranks...I wouldn't be up there if there are no one below the ranks. I would use my position to help others, but without compromising the Management/company.
