Why Do They Just Sit In The round-abouts???

Sorry if it has been asked before, I did a search of the forum and didn't find anything... But why is it that, over here, (Mod Note : Dont Assume. State the nationality only if you are sure) just feel the need to park their cars on the outside lanes of the roundabout to get out and socialize? Kind of dangerous, no?
Asterix...someone was trying to explain what really happens before they stop in the roundabouts...quite interesting..
And not only there they do it...I was going to exit a parking space at a shopping center, right behind me 2 cars were standing , the guys were talking to each other from the driver's windows.
I gestured to them that I want to leave, they saw, but could not care less. After another 5 minutes of waiting I exited my car, went over to them and asked if they would mind to move, as I would like to go home....they looked at me , went on talking and left after another 5 minutes. It seems they had a VERY important conversation to conduct....:P
Well, quite frankly, I think some people are just plain ignorant and rude...not to mention arrogant.
DC is more a womble type....
Why do they do it? Simple, because they CAN.
... And I initially only assumed it was Qataris who did it because stopping your vehicle in the middle of a freakin' roundabout... without regard for you or other's safety... Is something SO stupid and SO illogical, that it MUST be done as a "this is MY country, I can do this JUST BECAUSE I CAN" statement. There's NO good reason at ALL to park your car in a freakin' roundabout. To stop and chit chat or talk on the phone is even more assinine.
My sense of humour left me on this particular subject when every single problem highlighted in this country is given the reply....
Dont like it leave, its their country their rules, go back home etc.....

Anyone doing this is either aware of the danger they are causing and simply don't care, or they were standing in the wrong cue when God was handing out common sense.
One of the many bizarre things that drivers do here!
If someone is stupid enough not to understand the consequences of such acts and thinks he may get away from being fined after exchanging some salutations with the traffic police and rubbing noses...he will!!

I read a comment yesterday about this and laughed my heart out..where is it? removed?
I hate it especially when big vehicles park in the roundabouts...they create a blind spot making it dangerous to enter one.
Let me add more, Either they would be Talking on the phone, or Using their Black Berry!!!

In all my years in Doha, I have NEVER been able to figure out why people stop their cars in the most dangerous part of normally dangerous intersections, i.e., the outside lane of roundabouts.

You can't Generalized any Nationality, Majority of them Do it, They don't have any Civic Sense at all.....
