Why do terrorists name their leaders ?

Saw a headline today saying that Hakimullah Mehsud famed for his ferociousness and believed to have masterminded the bloody attack on Sri Lankan cricket team early this year was named as new Pakistan Taleban leader.

This got me thinking. Why would they advertise the new leader, especially since most of the past leaders have all died violent deaths at the wrong end of a misile or Canon.
