I would tend to agree with you. However, in most countries, the 15 year old would be treated as a minor and thus not responsible.

but then that's what makes statutory rape different from just rape...not always will the minor not be willing but it will still be the fault of the adults for going ahead with the act. But here she has admitted to having an affair and not claimed it to be against her will.
