Sponsorship review likely
DOHA: As part of a programme to attract and retain a highly skilled labour force, Qatar will consider granting permanent residency to expatriates who meet “predetermined criteria,” according to the Qatar National Development Strategy 2011-2016 officially unveiled yesterday.
The government will implement a recruitment and retention programme targeting expatriate workers, that will include a review and revision of Qatar’s sponsorship system.
The country will also set up a tribunal for resolving labour disputes. The current employment sponsorship rules are affecting Qatar’s labour market, according to a document released yesterday as part of the National Development Strategy.
“A rigid labour market hampers the development of a workforce commensurate with aspirations for a knowledge economy,” says the document. The transition to a more diversified economy requires more high-skilled labour.

Should I hold my breath waiting for this?
Hmmm scepticism will be high particularly given the recent decision to "back burner" the move to alter the NoC restrictions in the country - for such an ambitious forward thinking country, in some regards the pace of change is glacial. Insecurity it would seem takes many forms.
The retention of highly skilled professional is required to dovelop any country and countries like Qatar need it terribly to prevent the outflow of professionals to other GCC countries, which are offering more relaxed imigration rules.
Professional like doctors, engineers, Managemnt Professionals are to be offered permanent residency in order to avoid outflow of professionals.
This same was successfully implemented by Singapore, malesia, and western countries and they even offer citizenship to the expat. professionals.
Its a good move, though the implementation is doubtful...
Kuwait is thinking along the same lines, but offering citizenship.
With skills in demand, this is a right move to retain workers for the long term.
