Sitting Etiquette in Theaters and Stadiums

There are growing number of people in Qatar who drape their legs over the front seats even when it is occupied, you can experience them in movie theaters and sport stadiums which is absolutely disgusting. Recent experience was in Qatar Ladies Open and Theater in Mall.

This should be banned and there should be instant cash fine as among many other possible consequences this will discourage people going out to such places.
