We are planning to visit Athens for a short visit. Can anyone explain the processes of getting a visa to greece? Where shall we apply for it? There is no greece embassy in Qatar
you can apply to any of the "Schengen States" i did mine with the French Embassy :)

When I applied for the shengen visa for my boss which that time she was invited to attend the launch in Lisbon Portugal... The requirements i prepared... six month bank statement, certificate from your current employer that they guarantee that you will be backed to Doha before your visa expiresYou can apply schengen visa at Spain Embassy located at West Bay area.
logicsays is right, you can try Italian, German or French Embassy. you can go down the west bay area.
however, you really dont need to move from the country that issued the visa to you. i got my visa from French Embassy, my point of entry and exit was Rome. i didnt had any trouble then. im sure you wont have any problem either. as long as you are holding a shengen visa, you can travel to any or all the shengen states (now its 24 countries).
i think that embassy of cyprus can handle it when it comes to greece, too.
i know that if u want a visa from greek embassy, u have to apply in kuwait. but i tell u it is expensive, cos u'd have to deal with DHL, TNT or any other company that provides such services (delivering passport for visa and sending it back).
i would suggest other country that is a member of schengen: germany, italy, france, poland, etc. just give them a call and ask for the details. they will give u better info.

But you may need to land first in the country where you got the visa then move from there
