qatar stopped giving residence permit (Iqama) for new commers?

I heard from a lebanese folk working in Qatar that there is a decision to stop issuing any residence permits for new commers..any one heard such news..is it right of wrong

Saudi Arabia, Oman, & Bahrain have lots of poor people who need jobs. These countries are part of the union. Thus, they might get jobs in Qatar.

They stop hiring Filipino and Thailander workers at some point, Omanization and Saudization they said for the local to have jobs.
