Qatar is pleading for workers, so whats wrong with the visa system?

i Don't understand why this specific country takes so long for the visa process. This country is going to be bigger than dibai in 7 yrs so basically they need plenty of workers, so whats the big deal with the way they issue the visa, they are declining 40% applications, please some one tell me why?
