i have work in qatar before with my first employer and i had finish my contract, after that i return to my homeland to study and work there for 2 years.now i'd return in doha with a diffirent employer. but my first employer want me come back and work with them, can i transfer to them w/o NOC

First let ur new company process ur visa..from there u will know everything u wanna know..Scenario 1: The 2 years ban is finished so u will be allowed for new modern day slavery again (sponsorship,per LincolnPirate) Scenario 2: Ur new visa will be decline by the immigration bcoz ur old slavery might have done something in ur immigration record so u cannot get new slavery again until & unless u can get NOC.

NO you cant..if you come back to Qatar with a new sponsor obviously you will need an NOC from them to go to your first employer. Might as well just come on the first company's visa straight away.
