From the comments that are listed,it seems that no one knows for sure whats this fine for?If you ask for proof at the traffic department,they say they don't have any proof and if you don't pay the fine,they will not renew your road permit.So everyone be careful otherwise you will be surprised when you go to renew the road permit.If anyone knows for sure what this fine means then let others know,so they can be more careful.
I recieved one of these and on speaking to the traffic police discovered the fine is basically for parking illegally, ie on black/white striped kerb near junction or on the side of a main road

About three weeks ago on the Hamad Hospital Crossing a van transport water came to a sudden halt, in doing that half of his load of water came violently out of the doors of the van if it had hit the car behind someone would have surely died.
It could be that you loaded or unloaded someone from your car at the side of the road wherein it will cause traffic to other vehicles and endanger the person. It should have been NO LOADING/UNLOADING Zone.
