Need Information about Third Party INSURANCE

My friend met with an accident today. About 50 railings near the lamp post were damaged. Fortunately he did not bang any other cars. It was a damage only to the railings and his car. He has third party insurance only. I want to know if this type of insurance will cover the raod side railings ?. or does he need to bear the charges of the damages? If so, what are the charges on each railings.
please let me know
