Can someone advise me -whether there is American or British Library in Qatar ? If yes , it is open to public and people can join by paying annual membership fees ?

dosnt British council have a library?

or they did...not sure anymore.

There should be library at Qatar University that the public can access.

Also, you could check out the National Library but I don't know if it has many books and how accessible it is.
