It is much cheaper (and faster) to use the computers that are provided at the internet cafes. I would not do anything really personal (i.e. banking, etc.) on them, as you probably do not want to enter passwords on public computers. You won't pay more than 10 riyals/minute at most cafes.
This place is the best I found and many people agree. They actually take care of their PCs and it's a place of mixed gender, especially in the afternoon. That is a plus for some.
There are different fees to access the Q-Tel hotspots. 30 riyals for an hour, 50 riyals for 2 hours, and 70 riyals for 24 hours. You have to purchase an internet card from the place you go to (or possibly from Q-Tel). The best spot to go is around Ramada Junction, near Jarir. The Eli France Cafe has it, Mint Cafe, and one or two others. I think that the Merweb Hotel also has it. However, be aware that these places are often out of cards to purchase time on the internet. All of the Q-Tel hotspots in City Centre were out about a week ago.
There is also a wireless internet cafe that provides its own wireless right across from Eli France at Ramada Junction. It is 10 riyals/hour. The access is rather slow, but reliable.

For those prices you might as well pay QR400 and get your own 2mb connection in your home. Save yourself some cash :-|
