High airfare keeps us here?

According to some official quoted in today's Peninsula story about Tourism,

the high airfare for getting out of Qatar is what keeps so many people here, and this is therefore good for tourism:

"He applauded the high airfare as it helps to keep all in the country itself the daily reported"

Surely it's not on purpose that a return to Dubai is 1200 riyals?
