Google Voice being filtered?

Hello all,

I'm here for a few weeks on work and I noticed that if I try to use google voice, it is practically unusuable.

If I connect to my VPN, it works fine, (which is ridiculous since I am running it off a small network server drive at home) but trying to use it natively here is super staticy.

Is this normal?

Google voice is used here by many people without any issues. Use Skype which is much better than Google Voice.
