When I first came to Qatar, I had never seen it before. When I asked a question, such as "can you call me about this?" or "can you do this for me?" (in the case of subordinates) they would nod, and in their mind mean "yes",,,,but I took it as a very strong "NO!"......I was walking around feeling strongly personally insulted, for a couple of weeks until someone explained to me that they meant "yes". I was greatfully relieved.
Since that time its the first thing I explain to western newcomers,,,,its all very funny now when looking back at it,,,,
This type of activity is mainly done by mallus or malabaris who belong to Kerala which is located in the southern part of India..I have seen other Indians too like people from Bombay, Hyderabad etc..They dont do such type of nuisance activity..
I find this head nod/tilting, left and right, an evidence that body expression is quite important to be understood from one culture to another. I find it funny in the sense that it implies "no" in my culture, while they mean "yes" by this shaking. I adore diversity!
