Front Office Staff in QA Hotels

Its my 2nd week here in QA, busy looking for the best job that will commensurate my skills and experiences in a 5-star hotels way back in the Philippines. I noticed that most hotels here in QA used to hire front office staff which are high school graduate only and earning around QR1,200 to QR1,800 excluding free 2 meals per day and accommodation. Is this a trend here? Sometimes its hard to communicate with them.... the only hotel I visited with FA's that were college graduates was the Intercon - Doha.
