Employer did not give Exit Permit, legal?

Employer refuse to issue/secure an exit permit to an employee (1year in the co.) who is under unlimited contract? Is this legal? What measures to take? Where to go to ask for help?
The contract stipulates that:
"Either of the parties may terminate the contract after the probation period of three monhts"
Since he resigned from his post, can he get
1.) gratuity?
2.) plane ticket to the country of origin (name-hire)?
3.) 15-day vacation pay?

accdg. to the labor law. an employee who work for a company for a year can receive the 3 things you have mentioned.
in most contracts... this clauses ---- are applied when the employee found to be insufficient for the job tasks. However extending beyond this date, and the employer is silent regarding the performance of the employee, it is assume that the later will continue to perform for the job position, thereby, the employee is entitled to the prevailing entitlements in accordance with the local country labour code, however, if there's any stipulation written in the contract, agreed and signed by both parties, this will prevail. The employee then, may refer to this contract upon his/her separation with the company.
in short, get back to what is stipulated in your contract. that will most of help.
btw, was it stated there as to when will the employee will render his services for the company?

Apple if there's no contract it will be a bigger problem to the worker.
if no contract for worker what will happen?
is the employee terminates the contract he will not get anything except the salary what is due to him..
And read your contract regarding the exit permit clause.. if any.. usually its written that the employer has to give exit if asked for a genuine reason...
