Emir issues amendments to rent law
DOHA: The rent law has been amended making eviction of a tenant from a rented property more difficult.
A landlord can now ask a tenant to vacate a property only if it is needed for his/her personal use or for the use of any of his legal dependents. However, the landlord should serve a notice to the tenant at least six months in advance.
The Emir H H Sheikh Hamad bin Khalifa Al Thani issued Law No. (20) of 2009, amending some provisions of the law No. (4) of 2008 on properties rent.
Contrary to anticipations, the amendments do not give landlords the right to raise rentals.
The amendments were adopted after reviewing the draft law proposed by the Cabinet, considering the views of the Advisory Council and reviewing the Constitution and related laws.
Clause 8 has been added to article 19 of the previous rent Law (No. (4) of 2008), which specifies conditions for an owner to take a rented property back from a tenant.
The new clause stipulates that the landlord can evict the tenant only if he needs the property for personal use or if it is to be used by spouse, children or parents or by any of his legal dependents, provided an appropriate housing facility does not exist as an option.
In all those cases, the owner of the property should serve a notice to the tenant at least six months in advance to take back the rented property, stated the law.
The Rent Dispute Settlement Committee (RDSC) which was set up by Law No. 4 of 2008, will not receive any complaint from a tenant unless the latter produces a rent contract registered at RDSC office.
However, tenants who seek a proof of landlord-tenant relationship for previous leases which were signed before February 15, 2008 (issuance of the previous law) can approach RDSC even without a registered contract.

Speaking of rents, make sure, on your contract renewal, to bargain with your landlord to reduce the rent, many of my friends worked it out to their favor, this year. They're paying less now. Or simply move out.
