DPS MIS store issued very bad quality books and notebooks.

This year DPS MIS has issued very quality books and notebooks to parents.All pages are coming out and teachers are asking kids for books to rebind them at school itself.Why can't they ensure the quality with the publisher in first place?

For some people it must be small issue but when schools are charging high fees they are responsible for quality things or not?They are only to take money only?
