If u want to be muslim Its not needed to go to sompe specific place or a person ,,You can meet any muslim brother near you and tell him,,, or if u r coming to qatar,, the best place is Qatar Guest Center or Fanar.. there you can get better training and educational programs also

and for being muslim no certificate is needed only faith is needed

First familiarise yourself with the religion. If you really feel that you need to convert, then go along to a Fanar Centre or a Mosque.
