company is refusing to give an NOC/release

I’m working with Project Management company past 7 years 11 months as Manager, for unlimited contract. Recently, I have been offered by another company with higher position and salary, but the company is refusing to give an NOC/release. Is Qatar labor law/human rights help me to obtain a release.
