Can Vehicle insurance be transferred?

Is it possible to transfer the Comprehensive Vehicle Insurance to the new Owner?
I am planning to buy a one month old Car. If the insurance cannot be transferred to my name, I need to negotiate more. It will cost me around 4.5K for the Insurance. Anyone know if it can be transferred to he new Owner?
The difference between the showroom price and one month used is QR. 10500, so I am thinking of taking the used one. But if I need to take new insurance the difference will be only 6k.

i got mine done recently.
all you need is a letter from the owner saying that he has sold the car to you. Ensure you include the normal stuff like car / registration number and maybe even insurance policy number if possible along with your / seller ID Card numbers, etc. You need to take with you the original insurance papers which you want to transfer and your car registration card and have to pay 100. This i did from Doha Insurance.
For us they did not even transfer the car to my name coz the police station asked me to change the insurance to my name first as it was a full comprehensive insurance. Once insurance in your name you can get the car ownership changed to your name.
This is not applicable for third party insurance tho.
