It's not hard to read between the lines in his latest interview: he's leaving the path clear and open for a reconsideration of the bid. He just is too slippery to come out and say it.

if Qataris were a bit clever (which I suppose) they would have signed some agreement with blatter, to not change his mind, before the presidential elections and upon that they withdrew hammam. No country is so lenient on spending millions of dollars on getting the bid and then on a bad day hearing that the bid is gone for them. Qatar must have done something to save the bid if they have supported blatter for his seat I am sure

Considering his reputation and his integrity, it might be possible. But as times goes by, the damaging consequences of loosing gets greater for Qatar and all other interested parties. It will get to a point that it will be such a huge catastrophe, that all will eventually agree to remain in silence and if necessary pay off any investigation...
Despite the accusations in Qatar, the US has never really cared about the world cup. Ordinary Americans have not been following this.

The deal only lasts until Blatter got what he wanted. No comeback if he goes against Qatar now, or allows others to move against it.

Blatter made a deal to ensure his election: Qatar gets 2022 and he gets elected.
I don’t think that he will let down the other side of the deal!
