Morality is a human concept and invention. What we define as moral is whatever the majority believes and is in constant flux.
Throughout history, religion has had the most impact on what we define as moral or not, and has generally worked as a way to limit behaviour as to not hurt or offend other people.
In some cultures it is normal to walk around either naked or with just a loin cloth, and sexual intercourse is not necessarily a private matter, but one of love and is not in the slightest bit offensive to native observers. However certain influential religions have deemed intercourse outside of marriage, and public intercourse as immoral, and the masses conceded. However change is happening, and I think the majority no longer think sex outside of wedlock is immoral. Killing other humans is also considered immoral, however once upon a time it may have been a matter of survival, much like animals today who have no concept of morality.
So what the original statement is trying to say, is that the sacred texts that preach morality, are only as moral as that period in time allowed. If someone were to write a list of immoral and moral acts each century, then they would show quite different and contradicting lists. And not one of them would be wrong.
