URGENT PLS HELP! How do you ship a pet shih tzu here to Qatar?

We already have the necessary documents and permits (from the Philippines and Qatar) and vaccinations but Qatar Airways did not approve because they said they dont have the ventilation for the breed shih tzu. We asked Etihad airways (who dont ship any pet at all) and even tried courier services like DHL and UPS but they said they dont ship live animals.
Our pet dog is supposed to travel with our father who cant be parted with the dog because he will be staying for 4 months here in Qatar. Pls help bec we are running out of time. Thank you!
