Pigeon Coop on Roof Top

As Salaam Alaikum (May Peace be upon you)
My love for birds made me build a small pigeon coop on Roof Top of our Building. I had 6 pigeons in the beginning last year, but now I have more than 30. Some were born and some came and settled by themselves due to abundance of food and water. I always keep them free i.e. they can go out and come in any time as I don't have fear of Cats on roof top.
There are many Dish Antennas on the roof top and one of the tenant is complaining that due to my pigeons he is having disturbance in his TV. I tried to explain him that it is due to heavy winds these days but he is not listening and wants to get rid of pigeons else he threatens to complain to the house owner.
I need your help and suggestions to tackle this issue in a smooth way without causing trouble to anyone or anybird.
Is it illegal to have pigeons on roof top?
Can QAWS take these pigeons if I have to give up ?

Read your tenancy contract. Many contracts state that tenants cannot have birds such as pigeons for pets as they may pose health issues for other residents. If you are allowed to keep them, you will have to come to some agreement with your neighbour on how you can keep your birds and keep other tenants happy. This might include keeping fewer birds, moving the coop to ground level or containing them somehow and letting them out at specific times. It is awesome to keep pigeons, but it is better to keep peace with your neighbours.
