Aint it illegal to make spear fishing with scuba gear?

Hi all. Good morning for everybody. Every time I went to the beach I see some people making spear fishing with scuba gear. Is it legal here in Doha? I want to warn people about it if its not allowed by local authority. Because in my country they do not allow you to make spear fishing with scuba gear. Its definitely forbidden. From my side if you want to make spear fishing you have to use your skills only. I mean to get in water with scuba gear and wait for a fish for long time; this is cruel and not fair. Its almost same -maybe worse- to take a rifle like a sniper and shoot down an elephant from hundred meters away and say "Oh! I am a great man I shoot down a huge elephant".
There is no such rule or regulation in Qatar about Spear Fishing. It's been controversial for a past 10 years here in Qatar but still a lot of people do spear fish while using scuba gear. A lot of environmentalist complain about it including BSAC/DSAC and our group Pinoy Divers http://qa.pinoydiver.org . In short sad to say it is legal....
It is not really fair if you use Scuba Gear while spear fishing, it's like stabbing a person on back!
For us in group we are trying to orient scuba divers not to spear fish while using scuba.
But still it's not to late if we can organize as one and make a complain to the Qatar Government and do some posting in news paper maybe this time they will listen and support us for this campaign.

You are absolutely correct sir. Any legtimate divers from PADI BSAC and others are taught how to care for the sea life.
When I was doing my course we were not allowed to wear gloves so that we wont be touching the corals. These divers who do spearfishing does not care about the environment.
They should participate on PADI's project aware!
