What About CBQ As Employer?

Looking for a right opportunity (It is tough) .. Actually at the same time my brother he got job in CBQ (Commercial Bank of Qatar) ... But he already has job in hand which is unsatisfactory .. WE would like to know about CBQ because i heard that they keep you pending after offer Letter ,,, so should he listen to CBQ and wait for them or No he should go for another job ... What about labor Department rule now-a-days for banks ... Is it applicable after signing the Contract of New Employer or NOT ...
