Help me.. How to get job in Govt. in Qatar?

Dear friend it's for my husband he is diploma civil engineer having 16yrs experience in middle east... and he suffering more here becoz his salary very low and didn't get properly.. we don't know how to apply in goverment dept. so please advice me how can he get a govt. job here in Qatar.

And any one know any current vacancies still in Govt. dept?
