i understand that setting up a business here in Qatar needs a local business partner. If:
-you are renting a space
-you secured a business permit
-paid staffs

what if it is only online? or like those persons selling stuffs online (i.e. Royale Business Club, trading items online, selling old stuffs online, or like this part time job i have online)?

you can own the business without a sponsor if you are willing to pay additional tax.

Hi Kate,

yes it's true... in every business you are planning to put up here in Qatar, you are required to have a Local (Qatari) counterpart (Sponsor), in your case, and it is an ON LINE business as you said, it is your own personal call to take your RISK... and as we all know, there's a lot of people here in Qatar specially in Doha proper who are making business online... just be aware of the Do's and Dont's.. say be discreet and not so loud... as the saying goes, it will only become Taboo when you were caught.. Lol.. just kidding.. a good example of that is here in QL... some are doing business here without a local sponsor isn't it... Good luck!!!
